First check the oil level. Second is it a wine or a growl or even a screem. Some systems just wine a small amount just audible inside and last for years. A growl can indicate a bad belt or failing pump. Check the belt for cracks, missing parts on inside or glazing.

The problem I am having is I dont know if I have to replace the whole thing or fix a part. I often have to fill the power steering fluid up or else it get a little harder to steer and make alot of noise. I have what looks like smoke which is most likly from it spitting out of the pump somewhere. What do you think I need to do. Its a Ford Windstar "98" 3.8 I think.
1991 Chevrolet 454 engine. I put a new pump on it and checked the belt. When jacked up and turn wheels to remove air from the lines, it sounds ok. When on ground and turn wheels, it growls. Also growls when pressing brakes.
