How do you adjust the brakes when the controller is already maxed out. Are they like drum brakes on cars?

Are sure that the brake box in your vehicle is set wright? try that first if it si they adjust just like a car or truck however some manufactures require you to remove the wheels and use a brake shoe gauge.

Remove rubber plug on the backing plate, with brake adjusting tool (local auto parts store supply) or small screwdriver, turn star wheel in the direction that makes the slack adjuster longer. Keep turning star wheel 'till you feel drag on the trailer wheel. Then back off 2 cicks; VERY minor drag ay be felt on wheel. Replace rubber plug, drink beer. Repeat on other wheel(s) Drink more beer.
