|Your GM P30 chassis is likely equepped with an automatic applying Hydro Brake.|
This is mounted to the rear of the Transmision and has a brake drum and hydraulic system to release it.
When you put the trans in park the spring in the cylinder aplies it. When the shifter is any other gear the power steering pump system releases it. If the engine is not running it won't release.
It is common for this system to be disabled when it goes bad by removing linkage components at the hydraulic cylinder. But only by dumb people as this is the only park brake!
