First, you need nothing to bleed that booster system, you turn the steering wheel from one side to other and add oil as it goe down.
POWER BRAKE BOOSTER - BENDIX HYDRO-BOOST
Selected Block
1993 Chevrolet Van P30
RESERVE SYSTEM
System consists of charging valve, accumulator valve and spring-loaded accumulator. Accumulator is integral with booster. System is open to pressure port of booster.
Charging valve has an orifice and ball check valve. Fluid from pump passes through orifice in valve, unseats ball check valve and enters accumulator. Ball check valve prevents reverse flow.
Accumulator valve is poppet-type valve held closed by accumulator pressure. If no pump pressure is available, an actuator on spool valve sleeve opens accumulator valve. Fluid pressure can also enter accumulator from boost chamber through accumulator valve, when boost chamber pressure exceeds accumulator pressure.
Pressure relief valve vents accumulator to pump return port when pressure in accumulator exceeds approximately 1600 psi (112kg/cm2)
Newer GM power brake boost systems utilized a combination of hydralic and vacuum boost on the brakes. The hydralic boost comes off of the power steering pump.
If the pump isn't turning fast enough you won't get any boost. This will happen if the belt slips. It will be particularly noticable at slow engine speeds.
The boost also won't work very well at slow speeds if the fluid level is down.
Since your problem isn't exclusive to the power brakes I wouldn't worry about the vacuum pump. If the vacuum pump were bad the power brakes would have a problem but the power steering would not.
Start with the easy stuff--check the fluid level and the belt tension.
If you have a serpentine belt and you have no idea how old the belt is or it has been a long time since the belt was changed, change the belt. An old belt may look okay but it may have stretched out over time to the point the automatic tensioner can't tension the belt tight enough any longer.
My power steering wheel lock up when truck is shut off, also it turn at slow speed just like it is manual steering. My brakes it seems push hard in rainy/snowy weather.

1984 Rainbow spectra 27 motor home. It has the hydrolic assist on the brakes not vaccum assist. What kind of brake fluid do I use in it? Also does it use the same fluid for brakes and hydrolic lines? It doesn't smell like brake fluid!
