I bought my 23 foot Royal Classic new in 2000, and haven't regretted it for a moment. Ours is on the Ford E350 chassis with the V10. It has plenty of power, probably "over powered", and we get about 9 mpg with it. The original tires gave us some minor problems with slow leaks, but since switching to Michelins a few years ago no problems. Don't know how the bigger Class C will handle, but except for the expected tugging you'll feel with heavy winds or big trucks passing, this rig is easy to drive.
One addition we made early on was to put a AirLift air lift kit on the back leaf springs. This eliminated problems we had with the rear end bottoming-out on steep driveways, and improved road handling. Plus, the ride is adjustable with the on-board air compressor.
I don't know if any of this is helpful as far as safety ratings, but I've always felt the Royal Classic is a solid vehicle and has been very reliable.
