After I start my generator it surges when no load is applied - but surging improves when I put an electrical load on it. Have changed points and condenser but still surges. Any ideas of what is causing it?

Sounds as if the high speed fuel mixture is slightly lean. This causes the "hunting" you speak of, it works like this, governor opens throttle and brings engine up to pre-set speed, but lean mixture causes RPM to drop off, governor opens throttle to again bring engine back up to pre-set speed, engine speed increases, but again RPM drops off, cycle repeats over and over. A slightly richer mixture should eliminate the problem.
