All low pressure electric fuel pumps are designed to put out 4.5-6 PSI pressure. Before you change the pump, purchase a pressure gauge in the 0-10 PSI range and check the actual pressure coming in to the carb. There is also the posibility that the carb float has absorbed gasoline and is barely floating, but check the pressure first, the internal regulation of the pump may be defective.
