|There are three common By-Pass valve configurations.
If you have a one valve system, with the valve in the lower inlet line being a plumbing "T" ( thee lines connect to it) as well as a 1/4 turn valve then: the check valve threaded into the hot water out let is jammed or stuck. To repair remove outlet plumbing then unthread the check valve from the tank. Any RV parts store should have a replacement in stock.
It is possible you have a two or three valve system and have not found the other valve or valves. If the valve you are turning is only a Two line valve then you need to find the other two and turn them. If it is a three Line valve there maybe another in the top outlet line that needs to be turned.
