Post New Message Phil, It sounds like it is in the delay section of the switch. Even when the wipers are on low and high, power is routed through the delay. Some motorhomes have a isolated delay section. I'm not sure about yours. Also you may want to start at the wiper motor and trace the wires back checking for a brittle or broken section.
